Indian, Chinese and Russian domain names have dominated the Internet growth during 2005-09, indicating a surge in Internet usage in these countries. The ITU mid-term review of the status of global telecom sector has observed that the Net is clearly gaining more ground among non-English speaking users.

Some of the highest 2005-09 growth rates in terms of newly registered domain names were found in India (.in), Russia (.ru) and China (.cn), the report pointed out.

Non-English content

The report observed that the Internet content was still dominated by English and a few other languages. “Only about 15 per cent of the population do understand English. This is the real divide. However, there are positive developments in this regard,” an ITU official said, commenting on the findings.

“The proportion of English-speaking Internet users is declining, suggesting that non-English speakers are increasingly going online. Another indication of the diversification of content on the Internet is the growing number of Web sites that are registered under country domain names,” the report said.

The development of online content and applications in local languages should be promoted, for example, through the digitisation of books and documents to create an e-culture.

The report had said that the goal was to provide high-speed online access to half the world’s population by 2015.

The International Telecommunications Union (ITU) has come out with penetration levels of mobile connectivity and broadband across the globe, pointing out to significant growth but highly skewed growth patterns in favour the developed nations.

90% of the population have mobile coverage. It is expected that the world would have five billion mobile connections, including 4.5 billion in the developing countries. “Of the 4.5 billion connections, one-third connections are in India and China,” Mr Sami Al Basheer Al Morshid, Director of ITU’s Telecommunication Development Bureau, said.

The ITU on Tuesday had released a mid-term review of the progress made in the 10-year plan, envisaged in the World Summit on the Information Society (WSIS) held in Geneva (2003) and in Tunis (2005), to achieve a global information society.

Realising the World Telecommunication/ICT Development Report 2010, he said while 75 per cent of all households have a television, only 25 per cent had access to the Internet. “In the developing countries, home Internet penetration is as low as 12 per cent,” he said.

The report had targeted to provide broadband access to half the world population. It asked the Governments to build an ICT-literate society globally and develop online content and applications.

The officials were contended with the achievements made. “Since almost all central governments have a Web presence and provide basic information to their citizens, governments should try offering sophisticated and interactive online e-government applications and services,” he said.
